Your options on Tizen at a glance
Samsung TV apps are packaged web apps: a .wgt file with your HTML, CSS and JavaScript plus a config.xml. Hosted apps, where the package just points at your server, are not normally accepted ("it can be acceptable for some special cases only"), and Tizen APIs are not available in them.

Public Seller or Partner Seller: where you can launch
This decides more about your revenue than any ad format. Samsung's Seller Office documentation says a Public Seller "can launch TV application services only in the United States." A Partner Seller signs an offline contract with Samsung HQ or a local Samsung subsidiary, and in return can launch in other countries, use certain partner-only APIs and get dedicated technical support.
If your audience is in Europe or anywhere outside the US, plan for partner status from the start. It also matters for payments: the login API used in the Samsung Checkout flow is partner-level (see below).
Ads in Tizen web apps: what works
Samsung's advertising business, Samsung Ads, sells ads on Samsung's own inventory, such as its free streaming service Samsung TV Plus. We found no current Samsung ad SDK or ad program for third-party Tizen TV apps, and Samsung's developer documentation doesn't describe one.
Your realistic options:
- VAST over the HTML5 video element, with an ad server or network that serves web or CTV apps. Resolve VAST wrappers on a server so the TV makes one request, not five.
- Google IMA is not a self-serve option here: Google's "other platforms" page says to contact your account manager to learn more about Samsung (Tizen) support. Google's PAL library does have an official Tizen guide, for Ad Manager publishers.
- An ad SDK for TV web apps that handles the player, the remote and the request in one script.
Plan for Content Manager approval. Samsung requires permission from your Seller Office Content Manager to load external scripts or CSS, an <access origin="…" subdomains="true"> entry in config.xml, and a Content Security Policy without unsafe-inline or unsafe-eval. Bundle your ad SDK inside the .wgt where you can, and list the ad and media hosts you need when you submit.
We found no public Samsung TV rule text about ad labeling or disclosure; the development checklist doesn't mention ads. Label ads clearly anyway, and keep BACK working (on Tizen the BACK key is keyCode 10009).
TIFA and Limit Ad Tracking
TIFA (Tizen Identifier for Advertising) is Samsung's advertising ID. According to Samsung's guide it is resettable by the user (through a PSID reset or a factory reset), it supports Limit Ad Tracking, and it is not linked to personal information or to the device's DUID.

Samsung Checkout and the DPI portal
Samsung Checkout is Samsung's payment system for TV apps: a three-step checkout on the TV, products managed in the DPI portal, and settlement and payout run by Samsung. Samsung's service matrix lists 120 countries.
The DPI portal supports these product types: Consumable, Non-Consumable, Limited Period, Subscription (weekly, monthly or annual, with upgrade and downgrade tiers and free trials per product group, limited once per account and/or device), Paid App, and Dynamic Product, where you manage the product data in your own system.
The catch is the privilege level. The Billing API itself is a public privilege (available since Tizen 2.4; cancelSubscription since 4.0), but the SSO API's getLoginUid, used in the purchase flow, needs the partner-level sso.partner privilege. The Flutter in_app_purchase_tizen plugin says the same: apps must be signed with a partner-level certificate. Samsung does not publish its revenue share; check your Seller Office terms.

app-ads.txt in Seller Office
Samsung's store does what app-ads.txt needs: its app pages publish the IAB meta tags appstore:developer_url, appstore:store_id and appstore:bundle_id. We checked a live listing at samsung.com/us/appstore/app/G15147002586. The store ID is a G followed by 11 digits, and ad requests should carry it as the app's bundle or store ID.
Set the developer website in your application information in Seller Office to your site's domain, not to the file: crawlers add /app-ads.txt themselves. Then publish the file at the root of that domain. Step by step in the app-ads.txt guide for TV apps.
Samsung's 2026 residential proxy ban
Residential proxy SDKs let a proxy network route other people's traffic through the TV, with the user's consent, and pay the developer for it. Spur found them in more than a quarter of the Tizen apps it analyzed, with Bright Data's SDK the most common.
In early August 2026 Samsung told the press it had "already restricted new app registrations that incorporate such proxy functionalities", is "implementing strict platform-wide developer policies explicitly banning residential proxy SDKs" and is "working to identify and remove all apps currently available." LG announced the same in July.

Rewarded ads and the Tizen remote
Samsung remotes are D-pad first, so an ad screen should have one focused button, react to OK (Enter) and BACK (10009), and never trap the user. For games, rewarded ads fit best: the player chooses to watch for an extra life or coins, and BACK can end the ad early without the reward. Why every host and why navigation: published TV apps are rarely updated, partner video ads and Google PAL load from hosts nobody can list in advance, and hosted apps open their own website. Frequently asked questions
Does Samsung have an ad network for TV apps?
Not for third-party Tizen TV apps, as far as Samsung's public documentation shows. Samsung Ads sells Samsung's own inventory, such as Samsung TV Plus. Developers use a VAST player with an outside ad source or an ad SDK made for TV web apps.
Can I use Google IMA on Tizen?
Not as a self-serve, supported option. Google's IMA page tells you to contact your account manager to learn more about Samsung (Tizen) support. Google's PAL library has an official Tizen guide for Ad Manager publishers.
What is TIFA?
The Tizen Identifier for Advertising: a resettable advertising ID with a Limit Ad Tracking flag, read with webapis.adinfo.getTIFA() and isLATEnabled(). When Limit Ad Tracking is on, no interest-based ads may be shown.
Where do I put app-ads.txt for a Samsung TV app?
At the root of the developer website you enter in Seller Office, for example https://example.com/app-ads.txt. Samsung's store pages publish that developer URL in the IAB appstore:developer_url meta tag, which is where crawlers find it.
Can I launch a Tizen app outside the United States as a Public Seller?
No. Samsung says a Public Seller can launch TV application services only in the United States. Other countries need Partner Seller status, which requires an offline contract with Samsung.
Are proxy SDKs like Bright SDK allowed on Samsung TVs?
No. In August 2026 Samsung said it had restricted new app registrations with proxy functions and is removing existing apps that include residential proxy SDKs.
What revenue share does Samsung take on in-app purchases?
